You only need this patch if you downloaded Morrowind Rebirth prior to the upload date of this Fixed issues where the shrine and guard tower in Maar Gan was inaccessible due to missing travel markers. Fully cleaned-up, bugs fixed and even a good chunk of the cut content restored.
